7th vs 8th Pay Commission Matrix (Level 1 to 18)

Complete Central Government Pay Matrix comparison showing existing 7th CPC entry basic pay versus projected 8th CPC pay at 1.92x, 2.57x, and 2.86x fitment factors.

Pay Level Cadre / Designation Example 7th CPC Entry Pay 8th CPC @ 1.92x 8th CPC @ 2.57x 8th CPC @ 2.86x

Fitment Factor Comparison: 1.92x vs 2.22x vs 2.57x vs 2.86x

The Fitment Factor is the single most critical multiplier determined by the Central Pay Commission. In the 6th CPC, the fitment factor was 1.86, which was increased to 2.57 in the 7th CPC. For the upcoming 8th Central Pay Commission, staff confederations have presented different scenarios:

Scenario A

1.92x Fitment

Accounts for pure inflation neutralization. Sets minimum basic pay at ₹34,560.

Scenario B

2.22x Fitment

Moderate growth proposal balancing government expenditure and staff demands. Level 1 basic pay rises to ₹39,960.

Scenario C (Benchmark)

2.57x Fitment

Exact parity with 7th CPC multiplier. Raises minimum basic pay to ₹46,260 with standard allowance revisions.

Scenario D (Demanded)

2.86x Fitment

Union-demanded formula to overcome cost-of-living surges. Raises Level 1 basic pay to ₹51,480.

👴 8th CPC Pension Revision for Pensioners

Over 68 lakh Central Government and Defense pensioners are eligible for revised basic pensions. The calculation follows the principle of 50% of the revised last basic pay or direct multiplication of existing basic pension by the approved fitment factor.

💡 Formula: Revised Pension = Current Basic Pension × Fitment Factor

🚆 Railway & Defense Personnel Benefits

Railway running staff (Loco Pilots, Assistant Loco Pilots, Train Managers) and Armed Forces personnel receive additional allowances like Running Allowance (KMA) and Military Service Pay (MSP), which will be revised proportionately with the 8th Pay Matrix.

💡 Defense MSP and Railway allowances increase alongside basic pay revision.

Why Does Dearness Allowance (DA) Reset to 0% in 8th Pay Commission?

Under Central Government pay commission conventions, once Dearness Allowance (DA) exceeds 50% of basic pay, it indicates significant inflation. When a new Pay Commission is constituted, the accumulated DA is completely merged into the basic pay structure to form the new baseline. As a result, DA starts from 0% from Day 1 of the new Pay Commission, and future bi-annual DA hikes (in January and July) are calculated on the revised basic salary.
